Consumption Journal without Production Order

I have a scenario...My client is a manufacturer of Auto Components. He is using a Tool in his production process. This is not part of the BOM for the FG that is being produced.
We are treating this tool as Machine center. This has to be replaced based on the number of parts produced.
We will transfer this tool from Stores location to Production floor and now i have to show that this tool is consumed in Production floor. I am not able to put consumption journal without production order.
How do i show the consumption of this tool? Please advise

Yes, i am using Manufacturing. But my issue is that, i cannot allocate this tool to a particular production order. It works more like a consumable (indirect material) for that production order.
I need to show the consumption, but not against a particular production order. I will not be able to track how much i had used against that particular production order
