How to create pages like Department

Hi everyone,
I want to create a page similar to the menu that opens when I click at "Departments".
The page should contain links to other pages.
Is that possible? If yes, can anyone explain to me how to do it?

    The departments are not pages, but is defined in the menu-objects.

    I know it is not a page, but I was wondering if I can create a similar page, with links to other pages or reports....

    You could take a look a some Activity pages. They contain links for creating different data.
