Adjust Sales Tax amount in Statistics in PO- 2013R2

I cannot access the Sales Tax amount, in the Statistics Page, on the Invoicing Tab, when I click on No. Tax Lines, it opens a window, but the field is disabled. I tried with a dev. license of course it works, but with client license no access. This has worked consisitently since version 2.0, any ideas, could it be license?
All setup is correct, in General Ledger Setup, in P&P setup, and in currency to allow tax adjusments.(minor for rou
