NAV 2013 R2 - Bug with page actions?

In NAV 2013 R2, we are trying to add page actions to various pages. On the posted document stats pages (Sales Invoice Stats., Sales Credit Memo Stats., Purchase Order Stats., etc.), we are running into an issue where any triggered action causes the following errors.

To duplicate this, simply add a new action to the Sales Invoice Stats. page (10041). Go to a posted sales invoice that has some tax on it, go to Statistics, then click on your newly created action. Even if your action has no code beneath it, you'll receive that set of errors.
A Google search yielded no results for this being reported or resolved. Can anyone confirm that this is indeed a bug with R2 and not something we're doing wrong? And is there an easy fix to get past this?

Form 10041 has existed in every version of NAV I've ever seen.
I tried in W1 and IN database.
