Upgrade from Nav2009 to Nav2013R2 - Windows Users handled?

Hi. Will windows users created in a Nav2009 database (table 2000000054 and 2000000002) be converted to windows users in nav2013R2 (table 2000000120) by use of the standard upgrade toolkit? And how? Do we have to make the upgrade in the "real environment" or is it possible to to the upgrade locally?
