DOES ANYONE KNOW WHAT THIS EXECUTABLE DOES AND IF IT'S POSSIBLE TO MINIMIZE ITS CPU USAGE?

CPUMONI is used for statistical reasons. It should run with low priority so that everyone else can use the CPU, then it will use the resuming CPU up to 100%.
You can rename/delete this file without any problems, exept you do not get the statistics showing utilising of the CPU.
